Well, we have a small problem. I have been noticing many posts by diabloindex (or however you spell it) with him empting his account out beond what he can afford. what do we do? also- may i remind you of the APN suit against him.
at this time, he has bought over 1600+g worth of items.
do we pay the business owners?
and what about the suit?

suggestions on how to solve this, please

ban him from the rpg, then pay business owners.
or at least go after the time when he posted to determine whom to pay.

Let it go. We've got provisions for it. The businesses will get paid, Diabloindex will go bankrupt and his assets will get confiscated. Once he's at that point he will not be permitted to post any purchases and businesses will not get transactions processed if he does. It'll work out to be a bonus to the places he's shopping and then he'll go away.
