I just want to share my strategy I have been using on several occasion to fight the overy powerful neighbor in Multiplayer. If for expamle ur closest neighbor is maya and u are korean or somethign and have no iron- in short if ur adgressivly neighbor is crushing you there is a one thing you can do to come back---- gatehr ur remaining troops load them to galleys and sail fro the new land 
worked for me, It does cripple you but at least ur country will eb safe for a while.. while ur neighbor fight otehr peole.
