What is the difference between the policy cards "Limes" and "Veterancy"? They seem to affect the same things? Would Limes be the no-brainer here?

Limes only affects defensive buildings. So basically just walls.
Veterancy affects all buildings in encampments (barracks, stables, armory, military academy) and encampments themselves.
Which one to choose depends on what you want to build.
