Diplomacy Options Broken

So playing several play throughs I have observed an odd issue. When declared friends you cannot backstab. Even with legitimate grievances the option is greyed out. Additionally, you cannot denounce friends for some reason. I do not remember this feature not being available when you had already declared friends. Further I even experienced a World Congress Emergency that I was left out of even when it notified me that there would be voting. In total the Diplo screens need to be re-examined for errors and bugs. These issued stalled and stopped me from using grievances against a friend in a game last night. Anyone else experience this? *Sorry in advance if the issues stated have been brought to light already*

One must be careful about declaring friends, the AI will use it against you often and deliberately. It happened in all civ in the series as well, just not like it does in civ6! I had a situation with Poland, she was acting friendly and had no issues. We become friends then suddenly she was upset I had no religion growing. (I have it turned off) She turned on me and she built a city inside my circle of cities.

If I went to war I would spoil a possible diplomacy victory, I denounced her, but still had no way of legally going to war. We need a diplomacy mod for this, I am considering making one myself. Using the mods out there, sew them together into one single mod. I had no congress to help me lol

The thing is you could still denounce in the previous versions of 6 and 5. In GS they are disabled once you declare friendship. Which seems like a bug really.
