The counter argument is that I am the only person with a sufficiently large sample population to speak as to its posibility.
And FYI, the only change at that time (I ran several games with ONLY that change to see the actual resulting behavior) was to change the lines that that gave the odds.
For that to have caused out-side the cross resource discovery to go from impossible to possible means there is a major glitch in the code somewhere (not impossible, of course).
I think Viper's explanation is more likely correct with the idea of reduced odds in non-worked mines. Of course, realisticly all of the mines are being 'worked', just not at a level that makes a difference in your economy. If they weren't, you couldn't get resources from mines outside your fat crosses but still inside your borders. A few wildcaters poking around the area ekeing out a living suddenly discover a rich vein of gold (or whatever)...
