I think that we are really crying out for a Multi-team Democracy game. This way we can have separate groups that agree with certain Ideals. This hopefully will increase the player turn out.

An active multi-team DG here would be absolutely wonderful. However, given that we tend to have short attention spans despite playing 20 turns a week, I don't think a PBEM game would hold up the same amount of participation. Anyway, a multi-team game would still be in it's infancy when Civ4 comes out, so we might as well wait.
