If we settle the jumbopig city on the desert tile, we won't be able to improve or work the pigs until we build a monument and wait 5 turns.
I'd rather avoid that. I wouldn't give up a ton to avoid it, but it's not like the city gains a huge amount from being settled on the desert.
And it probably won't matter, but in FFH, deserts cause a 25% defense penalty to any unit on them. This applies even if a city is sitting on the desert. So it will have weaker defense settled that way.
