Do city states/ancient runes not spawn right at the start?

Just trying out this mod, I used IGE to explore the whole map and noticed no ancient runes or city states. Are they not supposed to be there right at the start of the game?

I ask because my installation went a little funky. I used the automatic installer (Vox Populi (9-12).exe) to install Vox Populi (including EUI) and the installer proceeded smoothly but the UI didn't end up loading when I tried to start a game so I had to manually download and put UI_bc1 in the DLC folder.

After I did that everything seemed to go ok besides the lack of CS/ancient runes.
Using standard number of city-states and I didn't disable ancient runes in the game set-up so I'm not sure why I'm not seeing any.

As an aside, does anyone know where map sizes are defined? I like upping the size of the huge map by ~20 tiles but I can't find where map sizes are defined.

This is usually a consequence of your game not being up to date. .279 is the latest.

Yeah turns out I'm on the October 2013 patch not the 2014 one, I'll update and see if that helps, thanks!

Oh damn, I'd forgotten how long it's been.
 
City States start out as Settlers that always found a city on the first turn, you can see that all their cities go up at the same time in the map view once a game is over.

Are you sure about that. I could swear I have seen city states move their settlers.

I think there can be cases where one city state can't settle because it spawns too close to another city state or major civ. I only think that happens if you pic extreme map conditions (like small map with many civs and city states), however.

I also saw that a few times. Once it was definitely because one CS spawned too close, but the other it seemed like the CS wanted to optimise its starting location to get better stuff.
 
Yep, I've run into several city states that move on the first turn (maybe even second but not positive on that); I've mostly seen this when playing as Shoshone or Washington where the extra vision catches them in the act. Only downside is I didn't get any bonus for meeting them while they are on their walk about nor after they found their city (I guess at that point they consider us old friends; we've know each other for decades).

I've also been able to deduce it after the fact, when a city state has almost certainly moved away from it's spawned CS luxury to either nab a different luxury or just a nicer spot. It's by no means game breaking but is an odd quirk.

This is playing almost exclusively Communitas maps, mix of Standard and Large and occasionally adding an extra Civ and two CSs.
 
I had city-states settling on the second turn of a huge map. So they definitely move their settler for the reasons outside of spawning too close.
