Do the Ottomans have a conditional spawn?

I was playing as the Arabs, building up a fresh army in preparation for the Ottomans. But they just . . . didn’t spawn? The Mongols were occupying Anatolia at the time, and the year 1280 passed without the Ottomans spawning.
Is there a conditional spawn for the Ottomans that I’m missing? Or is this some sort of game error?

I think that Ottomans don't spawn if Turkic civilization doesn't make it far enough to the west.

The Ottoman spawn is conditional, but there have been reports from people expecting an Ottoman spawn that did not occur, suggesting there is still a bug in the condition. Please report a save from when the turn before the Ottoman spawn to help me figure out what is going on.

Oh ok that makes sense. I had sort of conquered the Turks before they could expand west. Thanks!
