Do these stack ... ?

Im pretty sure this has been asked/replied to already in the past but with the amount of topics in this forum i didnt have much luck finding it.

Anyhow, I'm talking about the police units/healers (and those type of things) that give a reduction in crime rate/disease rate in a city. Do they stack? If I place multiple such units in a city, do their reduction bonuses stack?

I've tried doing it in my game but Im having a hard time getting any accurate info, sometimes they seem to stack, sometimes they dont ... i dont know anymore.
 
Let's be clear for a moment to avoid confusion... a Healer's individual abilities to heal do stack on himself. But whichever healer is the strongest at healing among those present is the only one that's going to have an effect on the stack.
 
Ahh... but does a healer's ability to heal stack with a leader's special abilities (e.g. Priest) that heal? or is the leader just considered a different healer to compare 'the best' against?
 
The leader would be another healer in the consideration entirely. It evaluates the best healing ability on all units with healing ability and picks the best UNIT's healing.

EDIT: Well... wait... a Hero would be another healer in the consideration but if a Commander is giving all units say +10% healing, then he's enhancing the healer(s) in the group being evaluated rather than being taken as a separate unit himself. (Do we have any commanders with these kinds of abilities?)

The Initiative line has iSameTileHealChange values, so presumably they increase the healing rate of the best healer which is picked to apply to the entire stack.
