I thought you can substract points of just one civ. If that civ has less than 3 points, the remain substraction points will be gone.

That's what I thought the rule was.

New rule suggestion:
Unused substraction points will be dropped:
You can substract points of only 1 civ. If you have any points left because you kill it, the remaining points will be dropped.
