I've always had it on, save the poor AI, and I've rarely seen the hordes of muskets described.

Giving them a building prereq seems like a good idea. Those muskets don't just fabricate out of thin air. Someone has to make them, and also manufacture gunpowder from the raw sulfur.

If you're going to give the gunpowder units a necessary building it should be as inexpensive as all the others and should be available to build before you are able to build any gunpowder units. The discovery of gunpowder was a side effect of long running Chinese efforts at alchemy.

if you have some mana and the summoner trait, you can win easily with those summoned units
