Does anyone else miss the Unrestricted Leader option from Civ4

One of the things I miss the most about Civ4 is doing weird mixes between leaders and civs. Also multiple leaders for civs made mixing and matching even better. Does anybody miss these options? Can 2k being them back?

You can always mod the game to choose any combination of abilities, units, and buildings you want. I suspect Firaxis will not do this because all three are designed to fit together to balance each other. If you mix them up, things become seriously unbalanced.
