Does anyone know of this symbol as having a specific cultural/historic background?

The symbol consists of two parts:

1) A ring which is in flames, and moves around while endlessly burning.

2) At various points of the ring, at equal distance from each other, there are heads of animals (eg of a lion).

I would like to ask if anyone has come across this symbol in any historic or religious setting, or any culture :)

Merkabah/Merkavah mysticism (or Chariot mysticism) is a school of early Jewish mysticism, c. 100 BCE – 1000 CE, centered on visions such as those found in the Book of Ezekiel chapter 1, or in the hekhalot ("palaces") literature, concerning stories of ascents to the heavenly palaces and the Throne of God. The main corpus of the Merkabah literature was composed in Israel in the period 200–700 CE, although later references to the Chariot tradition can also be found in the literature of the Chassidei Ashkenaz in the Middle Ages. A major text in this tradition is the Maaseh Merkabah (Works of the Chariot)

Yeah, you may recall (?) i had looked at Ezekiel and the double-ring before, but the image i presented in the OP is not really close to that. It has some main differences:

1) There aren't more than one rings, or ring parts.

2) There are no individual beings, of different faces (animal, human, angel). The faces are just by themselves, and are fixed to the ring, moving around while keeping the same distance to each other.

Someone in another forum suggested Vedic 9-part circles and numbers, which seems to be a better bet...

^Googled that and it looks like their logo is a variation of the vedic symbol (notice the different linking lines, particularly in the bottom part of the circle. Other stuff are a bit changed too). But their variation looks uncool ;)
 
How about this: baring the Aegean? How many animals?

The ring of fire is the cosmos, solar eclipse, the primary ring, and divinity. If there are 12 animals, then the zodiac. If there are 5, then the animals may represent the strength found in a human. Five being the five points of the human figure. If nine points, then the Vedic or eastern religions.

The Bible normally reference 3 animal and 1 human head. They were the lion, ox, eagle, and man.
 
The animals were most probably either 8 (in a regular circle) or 9 (vedic division). However they might also have been 5, not sure, it was too long ago that the image was seen.

I don't think it had to do with the zodiac symbols in any direct manner. The lion makes it probable. Maybe another animal-head was that of a ram (aries), which in the vedic circle is in the main position (of 9 and 0, beginning and end).
