Does opening WB cause bugs?

I wanted to play a OCC with an industrious leader with stone and marble so rather than reload a million times I did it the easy way, however, I began to have some weird things happen:

I founded Standard Ethanol and still can't build RR. (I guess I could have cheated and gave myself oil, but o well.)
