Does the Ivy League use a quota system?

They are, I just didn't want it to get lost.

That's true. Half the UC professors are from Ivies. Meanwhile the University of Missouri-Kansas City is at the forefront of macroeconomics.

Based on the charts shown in the op there's not a doubt in my mind that there's a problem here, but I'm not entirely convinced the cause is 'racist policy'.

It is important to realize that many Jewish and white students come from rich families, who have previously attended top tier schools. Not only does their money to pay get them in the door, but the fact that their biological parents and even maybe grandparents have done so as well. I don't think they're letting more whites and Jews in just because they're whites and jews, but because they are the ones with money on their side, rather than just the grades and motivation.

Many of the Asians in America (especially the ones attending a university) are first generation coming from a modest financial background. There haven't been that many Asians in the US for that long (at least to the best of my knowledge) and that could explain why are are less Asians than Jews and Whites in Ivy league schools; the Jews and whites have lived here long enough to have families with money, where as the newer immigrants do not.

Granted, this is no excuse for what they are doing, but the criticism should not be 'because they are racist'. It is because they have selection bias for students with loaded wallets, rather than loaded brains.
