Easy question: how to make slaves, draft citizens, pay for projects

I know that if I go for slavery, I can make slaves. I know that there are other options to draft people, and if I have universal suffrage I can pay to complete buildings.

At least, I know it in theory. For the life of me, I can't figure out what I have to click or touch or what dialog to open to actually perform these actions.

Am I just blind, or is this stuff hard to find? Please tell me how to do these actions!

In the City Maintanance Screen, there is a box on the bottom, toward the right, with a lot of little icons. The top two are arrows, and those are what you click to draft units or pay for the remainder of consturction.

"Making slaves" = population rushing, it is where Sapient said along with the gold rushing button. I believe drafting units is down there also.

Draft is on top, under it are Poprush and Cashrush (that's not how their called, but I don't know how they are). Below are the Empasize commerce/hammers/growth.
