Hmmm that sounds rather complex.
Heres my thing, I belive in simple solutions, they tend to be most effective.
the problem:
World is being colonized to quickly
Solution:
make the colonists more expensive to build, this slows the rate they will be produced.
Additionally having colonists appear in the new world side steps the fact that in reality they were shipped from europe on charters. So having a wonder on each continent seems cool but it has no direct purpose in adding realism or playability. Plus the AI would be really confused by this I'm sure.
By making the colonists more expensive this will solve another problem as well. It will be very difficult to produce them in newer colonies, which would have been accurate. In history colonies never sent out colonists until they came to be large towns and cities and they had the resources to produce them.
