Editing out Corruption/Waste

How can I get rid of Corruption, so no government (Well, maybe except for anarchy) suffers from it through the editor? Is it possible. I tried by going to
Edit Rules->Governments and under each government (Anarchy Excluded) turned Corruption/Waste. As I started a game I see that it was still on. I don't know how to get rid of it. If I can't do it through the editor, how do I do it? I have conquests and the latest patch, if that adds anything. Thanks in advance.
 
It doesn't work.

The best you can do is make a lot (5 is enough) of cheap corruption reducing improvements, raise the optimal city count, and set all of them on minimum.

The OFF in the corruption settings is broken.

Yeah I was just reading about the off setting. Well, like is there any way to change it in the game files?
 
No. Unless if you hack the game itself for the source code. Which is illegal.

For some reason, I was thinking that was for the optimum city number before I looked it up.
 
I never really looked at it in depth so there are 3 different settings that can effect the corruption level. World sizes optimum number of cities (corruption) which is effected by difficulties percentage of optimal cities and governments were you can set the corruption and waste.
