Eiffel Tower bonus happiness. Where is it?

Where is the bonus happiness for the Eiffel Tower displayed? I'm trying to figure out where the happiness report shows it. Or is the +1 Happiness per 2 social policies bugged?
 
Can't give more happiness than your city has people in it (And thats total for all happiness buildings, not a pr. building limit, so with a few happiness building + Eiffel tower, and others, you easily go over most towns sizes).

So what's with the "Global Building Happiness" category and how can I tell when a building is giving global vs local happiness?

EDIT: I think I figured it out. The Eiffel Tower appears to be global FWIW. I currently have 14 "Global Building Happiness" in the detailed breakdown. 5 is directly from the city where I have the tower. The other 9 are not attributed to a location. I presently have two social policies entirely completed and 3 entries into another. If we assume that a completed policy is seven picks ( starter, 5 core, capstone ) then I have 7+7+4, or 8. Therefore the Eiffel Tower is providing 14 Global Building Happiness and is, in fact, my empire's only source of "Global Building Happiness."

Cripes, we really need an icon to distinguish the two. Maybe we could get a green smiley face for local happiness?

As a long time BAT+BUG+BULL user I really can't take this kind of hillbilly UI.

I know I build Chitzen Itca that gives 4 happiness, but I have 0 global.

Apparently the Eiffel Tower is much stronger than it seems at first glance. It's basically 5+(1/2 Social Policies) global happiness. The crazy part is it seems to count a full tree as 7 picks, not 6 or 5.
 
The opener and finisher are actually policies in their right mind. with the opener costing a single policy, adn the finisher being free, so it's not thet crazy

You gotta remember that had the Opener and Finisher not give any bonuses, then counting them as two policies would be crazy.
