Ashurbanipal 27-3=24 - Assyria was a great idea to make. Actually, I wondered why it appeared in Civ V only. Everything on Ashurbanipal was perfect (voice, leaderscreen, music). I'd like to see the return of Assyria led by him, BUT it's not my highest priority, and that's also why I don't think that he should be the leader with the most points here.
