Are we willing to spend 21% of our nations treasury on this ? The usual benefits for an embassy are:
- lower trade prices (What trade??),
- view of the city (We have a very strong indication Germany is to the SouthEast of Russia, as the Russians contacted them first)
- better attitude towards us. I don't care about Otto's attitude if he isn't able to say "hello" in 3000 years.
For me, a prime consideration in establishing embassies is making money. If a civ has cash and is smaller, I establish an embassy and make a ROP taking their cash for it.
Of course, we have to have a bigger territory to do this successfully. Granaries!
I also prefer to do embassies, ROPs with distant civs, because they will not send their settlers in our future territory.
