But the GLH is just frosting. The really problem is health. There're only two workers at the moment, with another city soon to be founded (Fish/Cow SW of Orleans). One of those workers is putting Paris into

within two turns of the save. The other can head to build roads to Paris' Cow, or can move to build a Pasture on Lyons' Cow. I think enhancing Lyons (which is currently working no improved tiles) is a better choice than road building at the moment. Any extra food lost in Paris is more than made up for by working that Pasture earlier.
Once the forest near Paris is chopped, it will fall into

territory. This leaves five forests around Paris, including a grassland hill shared with Orleans and one riverside plains Spices. One of either the hill or the Spices can be cleared; I'm looking to clear the hill first, leaving the Spices to complete the extra pair of forests for an additional +1 health.
This way, Paris can work the Cows, three grassland hills (including one riverside), the plains hill, the floodplains cottage and the grassland cottage at pop7, which it will hit once Mysticism comes in and you build a monument (gogo charismatic). The floodplains farm can be substituted for the grassland cottage in order to continue growth for whips.
But remember to build that road to Paris' Cow quickly; Mao has a Pig available for trade (well technically he has two), which will help with Paris' health problem at pop7 until Fish/Cow can get the Fish hooked up (could be awhile). I'm not very well versed in diplo modifiers, but you may even want to trade when you have only one Cow (assuming there's a modifier for that). You won't need the (extra) extra health until Paris hits pop7.
All around good city placement. As I said, there's Fish/Cow to the SW, and Mysticism can be researched following Writing. There's the Gold/Clams/Oasis city to the SE as well. I like the look of 1N of the Gold; even though the city will always be low pop, at the moment there's probably enough desert there that the fresh water could help early on. Also, with everything in the inner BFC, and the choke point blocked, you can work the Oasis until whipping a Work Boat, and put off building the Monument until necessary for the happiness. It loses some ocean tiles, IIRC, but that's not a big loss.
Additionally, there's a site 1SW of the Incense which will grab the Bananas, two riverside grassland hills, a riverside plains, the Incense and three coastal tiles. Not fantastic, but worth settling, seeing as all of those tiles fall outside the BFC of Lyons or Paris. It can work the Bananas, the two hills and the plains at pop4, which probably won't be too far off its cap at this stage of the game.
This appears to be the northern desert band. That means that whatever is north of Paris probably consists of a bunch of tundra. That's not necessarily a terrible thing, because tundra brings Deer, Fur, Silver, Copper/Iron, Marble and Crabs (as we can see). There's also a possibility for plains Wheat up there.
That said, I wouldn't look for what's necessarily the overall best site up there to settle first. With the GLH out, I would consider looking for what will open up the most resources; especially health resources.
