Seems SotL is reverted to have the non-working Breacher again... Well I've modded it to have Splash II anyway.
 
Did earlygame techstealing get meganerfed in the past few months? I rolled up an England game and I think it was something like 47 turns from Babylon when I went there in the first 30 turns or so.
 
White tower doesn't give +15 to GP assassination spy action, even though the base NIA does and the White Tower text says it boosts that action.

This doesn't fix your overlap problem, since America already has a Hermitage replacement, but I don't really see how this is too much of an issue.
