Lombardy: owns Specific territories to be marked later
Raetia: owns specific territories to be marked later.
Occitania: owns x Southern French territories to be marked later, cannot be formed by France.

Germany and Spain should be fine as is, I think. But I've never looked at forming the Netherlands so I'll check I tomorrow.
