Exact time of release?

19th for northern America, 22nd for the rest of the world.
At the beginning Steam listed 19th for everyone (now fixed), that's why we had some confusion here.

So for someone in the U.S. Eastern time zone it will be released 9 am on tuesday the 19th?

You could just look it up on Steam .

Assuming that the time of the day (not the day itself) is the same in the US and the rest of the world, then it means, based on what Steam displays me (19 o'clock/7 PM) you'll get it at 1 PM/13 o'clock at the east coast and 10 AM/10 o'clock at the west coast.

Awe that blows! I was gonna magically get sick tuesday morning. Now I might as well go to work since it will probably take an hour to download so Ill just have to race home.

I was on Steam yesterday and, based on the number of days and hours left, I calculated Tuesday the 19th @ 2:00pm EDT. Unless they numbers they listed were for EST in which case it would be 1:00pm EDT. I'll have to check again today when I get home from work (and read the FAQ about how to download preordered stuff from Steam).
