"Exchange capitals info" and sending delegation not revealing rival capitals

After latest patch, a rival's capital city is no longer revealed either when I agree to share info on our capital cities upon meeting them or when they accept a delegation from me. It worked before the patch and it seems logical that either case should reveal their capital.
