Is it possible to have a UN like wonder where only certain cvis are allowed to vote?
The other question is, could winning that vote not trigger a diplo victory; but instead make you de facto or in fact ruler of the voting civs (like MOO II)?
That way you could unify a set of tribes or clans to battle other, larger civs on the map.
