F&L - Merging workers into cities.

The workers are my responcibility and they do what I say. But I'm a nice guy; if they want to stop working and live in a city they can come to me and I can decide if they can.

Fanaticans: I've heard rumours of merging workers into cities, someday soon.
I want to ask you: What cities are they to be merged in to and under what conditions ?

I can have my highly corrupt city produce them for these tasks soon. Just let me know how many you need...

I think we should start merging dead-civ workers (i.e., Russian, Babylonian, etc.) into cities to get them to size 12. (productive cities that is).
