Fallout (powers of the Wastes)

I've been making a little something under Civ2 in the Fallout Universe. I am doing extensive research, but there's one thing I still cannot decide on. My scenario would take place in California and Nevada between 2221 and 2261 (60 years after F1 to 20 years after the end of F2). It would permit the players decide for themselves how the history unfolds, but have "story" elements also included.
I will certainly have Enclave, NCR and The Brotherhood as main powers in the scenario. What I cannot decide is what other powers deserve recognition above others?
Los Angeles? Unique one-city civilization too close to Enclave to be effective?
Vault City? Again too small and too unpopulated to pose a significant challenge? (There's a suggestion to have a Vault Confederation uniting all Vaults through a computerized network)
Unity?
Ghouls (they cannot grow in number IIRC)
New Reno?
Calculator?
My goal is to have a scenario that would mostly have human civilizations with different approaches to "reconstruction" of USA.
What are your views?

What are the powers of the Wastes? What are their strengths? Weaknesses?
You're welcome to discuss anything related to the "states" of F1 and F2.

The thing was to attract Fallout fans. I'll surely post at at that "other" place ;) later (once I have more to go on for the project)
 
I'd include Los Angeles and Vault City, simply since they represent stumbling blocks for the major nearby powers; you don't want to have them expand too quickly and the only other alternative I can see is to make them barbarian.

You might want to give them some advantages though; Vault city can have high tech level and give Los Angeles a high population. Perhaps you can cage in the Enclave by including San Fransisco as well, perhaps together with Los Angeles in a Cost Alliance or something.
 
I think LA & Vault City should be in there. Maybe give them high defensive units or smthing. And have their settler-units sorta late in thir techtree. Vault City has the prospect of conquest - all that tight-as$ taming the wastes with their superior superiority stuff. LA however ... dunno, they didn't strike me as wanting to expand (iirc), but it's an important city in the Fallout universe, it should be there somehow...
The ghouls should be in there too. (cant remember if they grow either)
Unity - not sure at all
The connected vaults sound sorta good - but was this idea anywhere in the F universe ? don't remember
New Reno - yes, but not as new reno. There should be a sorta "gangs" civ with reno as the capital. Den as another city.

Edit: did you check out the civ3 mod ? you could get some ideas from there
 
I did, I keep in touch with its creator. Sadly Civ2 is not as flexible as Civ3 so I have to choose between various options. I guess I will go with:
Vaults
BoS
Enclave
NCR
Independents
Ghouls
no 7th Civ

and Barbarians for raiders and critters.
