Farming resource nodes outside BFC

The attached screen shot shows a source of gems just outside my capitol's Big Fat Cross. The tool tip shows I can get 1 hammer and 5 gold by building a mine and one happy face from adding a road. I'm unclear as to whether being outside the BFC negates these benefits.

As Graffito noted, you are not setup to use the gem tiles whatsoever. Also at T75, it appears that you are working at least 2 unimproved tiles if not 3. I guess from the look of the map, you have been chopping. All that chopping and only 3 cities too. That sugar could be farmed for the time being or could have made a cottage out of it. Oops I think I may have offended the Deity crowd..
