I almost made it three to include Quebec, but I think 4 fleurs de lis is overkill when one would get the point across just fine. The other one is just unpleasantly strange, IMHO. I looks like two flags stuck together (and maybe it is). Maybe crowded wasn't the right word... Flags should be simple with very few parts or themes, and those seem so... complicated? busy?
