That's because you're deep in their core area. On spawn, they get all core tile culture converted to theirs, plus they only need 20%+ to control these tiles.
In their core area UP is stronger thanks to 20%+ rule. But if it's not their UP it should be one of two cases: when they have borders expanded their culture is strong enough to convert 20%+ and they gain more and more % their culture on the plot OR their culture is not strong enough to get 20%+ culture and they keep their small % of culture. But they get a plot and lose it. Then get further plot (because they lose the one closer to them and had another expansion of borders) and lose it... until death.
playing as germany(one of the best civ ever in the entire Civ series ), completed the 1º UHV condition around 1850 and its now 1878 and it didn't activated. im so much furious... mostly because i was behind in tech atm(because of the build up of a giga circular invasion of Turk Athens, and then all of France) and used macemen against french rifles and turk cavalry! and then this @*#Y!@¨*#%!*@ bugs? i am 1 step away from WB
Are you sure you are understanding the conditions of the UHV correctly? For Germany #1 you need to have more cities in those zones than the original owners of those zones in the year in question. Check the atlas for the exact areas in questions. Other civs owning cities in those areas do not matter. Reload a save from 1840ish and post a screenshot of the areas.
