Do you mean non-angelic? What if the people only think they're an angel? What if they are ruled by an aleged ''angel'' that no one ever sees?![]()
All leaders must be player-derived. You may not play Perpentach or Sabathiel or Queen Alexis. Provide your own leader (who must be derived from the civilization's people- not an angel or demon, but yes a vampire for the calabim). Your leader is limited in scope the same way that your civilization is. An amurite leader can't be an archmage because the amurite people can't even cast spells yet right?

To be honest, some civilizations - Clowns, Kurios and to lesser extend Illians and Grigori - Are defined by their vanila leaders.
Isn't it better to let the players have creative licence with their leaders? Obviously they must be within the tech level where appropriate but TBH most of the leaders in FFH are immortal in some way or another and it would be annoying if every player had to make a new leader more or less every turn. I'll most likely make my own leader but I will refer to the ffh leaders regularly. Also it would be appropriate for me to be ruled by capria for the first few turns - she has just lead the bannor out of hell afterall.
i think differences will revolve around UB and UU. i'm not going to just say that all amurite mages are better or all lanun boats are better.
