can't events give rp points though? so you might not really know if you had new toys to play with or not...
 
Yeah- assume that you don't get any from events. ONly consider your base rate.
 
Is this supposed to only work for previously discovered techs? For new ones, we wouldn't even know if we have met the rp requirement for the tech yet. Maybe we could have research orders go in early at the same time as the scouting orders. That is, assuming this new rule is meant to work for undiscovered techs and not just for previously discovered ones.

is it worth it...?

I guess we could make it only apply to techs you know the cost of (ie techs someone else has already uncovered and which are listed in the tech list (on the first page).
 
A note:

I don't know if it's just me, but the tech tree posted at the front page seems to have undergone a drastic downgrade in quality. Again, it might just be something I did to mess up my browser, but I'd feel better if someone else would check so I'd know.


EDIT: The one on page 23 is still fine, though. Perhaps I just wasn't paying attention, and Immac never put the "big" version up at the front.

They are in no position to attack the grigori, you have no need to be paranoid of their intent. They want only to live in peace and rebuild their decimated society.

I apologize for the harsh words I have spoken about your nations. I am not used to the diplomacy of men, and I feel I spoke to harshly. The mentioning of genocide was not a condemnation of the past, but a warning of the future. The conflicts you had with the greenskins were a matter of survival, and you did what any of us would have done. The crisis facing us now is a result of actions past, but the label of genocide should not be used lightly. Although we have not yet buried our children and our people are starving and without shelter, we will attend your meeting and help you with your problem.

The one with whom you are used to dealing, Kane-no-Kappawah, was taken by Tali's wrath. I am Mahshi Taliawah, and I have been chosen by the Council to be the new speaker of the Kappa. May our nations always flow as one.
 
To the Kappa

We appreciate your apology. Thankfully, the kind Grigori have volunteered to send us military aid, so we should be capable of solving our problems, one way or another. Do not feel it is neccessary to send military uinits so far from their homeland when there are far more important things they should be doing helping relieve the humanitarian crisis in the lands of the Kappa.
 
A note on recon:

Normally a recon mission has a fairly low chance of being detected.

However if the province you are scouting has other scouts or recon units in it or other recon units are running their own recon mission on the province, you may be detected (dependent upon the relative quality of the nations' recon units).

Also- now that you have had a chance to use them a few times, do you think the recon unit buff is too strong? Is having free recon too powerful a tool? If not, is it balanced? Some of you have been able to make very excellent use of your scouts and I want to know what you think of the reconnaissance missions.


Just noticed this.

I personally like the buff. It definately gives recon units an important niche, instead of just being second-line infantry troops. As for balance, well, I think people should have to spend some time, money and effort on information-gathering. If everyone has a scout or two, the system should become balanced on it's own.


EDIT: While I'm at it, just want to make sure that you got my recon orders, Immac. I probably shouldn't have tied them into a generic question email, but I'm lazy...

i think its fun. I'm enjoying the dynamic it adds. The hippus event would never have occured if it weren't for his scouts. other events have also been majorly affected by the recon mission

Mahshi's Burden

The fatigue gripped her to the bone. Mahshi had lost count of the days since the storms passing. She was the most sought after shaman in the capital, had personally performed the rites at the last Grand Councilor’s passing, but nothing she had seen could have prepared her for the ordeal of the last week. Even as she performed rites over dozens of her countrymen, the bodies piled higher outside of her temple by the day. Mahshi finished the rites and incantations over a young girl, no more than three years old. As she waved for her assistants to take the body to be prepared for burial, her servant handed her a message. She was being summoned by the Council, and they would not be kept waiting.

She entered the Council chamber, ignoring the protest of her aching body and exhausted mind. Bowing, she felt the mingling take her.

Mahshi Taliawah, when did you last sleep?

She was shocked. The council never asked personal questions, and she was afraid that she had somehow offended them.

“I am sorry for bringing my worldly burdens into the sacred chamber, Councilors. I have not slept since the night before the storm. The rites continue and the spirits will not wait for my comfort.”

It has been six days since the storm passed. How many wait for the rites to be spoken?

She forced her mind to recall the reports brought to her throughout the ordeal.

“We have recovered all the bodies that remained on land. Of those, there are two hundred yet to receive the blessings. More than four hundred have moved on and the bodies lain to rest. There are still over five hundred Kappa unaccounted for – we can only assume the worst, that they are lost at sea.”

Without the rites, the spirits at sea will not rest. The Sodden Sky Seas will be a haunted land for years to come. This is grave news indeed, but we sense this is not what troubles you.

“There are other victims. Many Kappa were inundated with the seawater that is like poison to our race. Most fell prey to the weakness and dulling of the mind that the salted water usually brings. However, there were some that had a different reaction. The weakness was replaced by an overwhelming strength, and the dullness turned to heightened senses, but these few are plagued by violent dreams that bring no peace.”

Mahshi blanked her mind against the probing of the Councilors, trying in vain to hide the true reason she had not slept in a week.

And your son, Yoshi, is one of these.

She choked back a sob as she answered them. Her son had rushed to help after the first wave hit, and had saved many lives before he was overcome by the waves. Now he spent his night wracked by violent spasms, moaning about the ‘Deep Ones’ and crying out in fear.

We Kappa suffer as one. Your son will be cared for, and we will bring him back from the nightmare that has trapped him. But this is a delicate time. The public voice of our people, Kane-no-Kappawah, was taken by Tali’s wrath. We chose him to speak for the Kappa because he knew of the dry-lander’s world. We now chose you to be the voice of the Kappa because you know of the Kappa’s world. All of the nations of men save one have ignored us or made arrogant demands. They are impatient, judgmental, and powerful. You must ensure they know that the Kappa are not some primitive tribe of heathens to be subjugated and ruled.

“I will weep for my son, and pray for his return to sanity. I will speak the rites and sanctify the bodies of my brethren. I will rebuild our homes and our lives. But above all, I will heed the Council’s call and become the Speaker of the Kappa. The tribes of man will know the strength of the Kappa; in friendship or in conflict, we will find respect.”
