GAMSEO Detonates First Nuclear Device
Analysts Say New Weapon Will Change War Forever

BEIJING - At 6:30 pm yesterday, Prime Minister George Chai announced the detonation of the first ever nuclear device at an undisclosed location in western China. This announcement comes on the heels of an unexplained explosion that occurred at 4:36 pm last Thursday.

The "device", as it has been nicknamed is the fruit of the Black Lotus Project, a multinational effort between the four members of the Greater Asian Mutual Security and Economic Organization. Scientists from China, India, Vietnam, and Byzantoman collaborated in various secret locations across GAMSEO territory. The project has reportedly been underway since early last year.

The device is said to have a yield of 84 terrajoles of energy, which is equivalent to 20 kilotons of TNT explosives. The device also released an unspecified amount of heat and radiation upon detonation. The mushroom cloud caused by the explosion is said to have reached 12.1 kilometers in height, and the shockwave was felt as far as 164 kilometers away. For two seconds after the initial detonation, a blinding light illuminated the countryside, which is said to cause permanent damage itself. Chinese citizens as far away as 256 kilometers claim to have witnessed the event which, until yesterday's press release, was believed to be an accidental munitions explosion. The government has yet to reveal how the proccess works.

Military analysts claim that this weapon will forever change warfare and international relations. "It is believed that the device is capable of inflict severe damage to a major metropoltian center" commented Jiang So, the head researcher in charge of the Black Lotus Project. "The promected casualties of such a strike range from hundreds of thousands to potentially millions of lives lost. In addition, the device's military capabilities are astonding, as whole armies and navies could be wiped out in a single blow. The very presence of such a weapon will give the nations of the world pause before acting rashly."

After due deliberation, the de Sombra Secretariat has developed the following plan for peace with the Fifth. Knowing that a punitive peace is merely an armistice for twenty years, and that a grudge can be held for decades, the government's aim is to both compensate those aggressed against and preserve the Fifth's territorial integrity, while lessening the chance of a war of vengeance.

Spoiler Peace Treaty :

Term I: Reparations

The Fifth will renounce its claims to most of the lands that have been occupied by CRASH and its allies, with them passing to the current occupiers. No further reparations will be sought, as the loss of such a large swath of land will be enough compensation for the blood and treasure lost.

Territorial boundaries will be redrawn as follows:

LINK shall cede two territories, and Ontario three.

Term II: Dissolution of the Military Government

Deeming the Fifth a military junta not accountable to the People, CRASH insists the incumbent government declare itself a provisional government and hold free, open elections within two years, to ensure an infusion of new blood into the political system.

Term III: Diplomatic Recognition

CRASH insists that the Fifth recognize the independence and sovereignity of LINK.

The Fifth Battallion and the United States shall be declared defunct, with the Fifth renaming itself to whatever title it so chooses. CRASH suggests the titles of Cascadia, or Oregon, or something of the like. The Fifth will in line with the former part renounce any claims to territory that it does not directly control.

Term IV: Security

To provide for a peaceful forum in the future and ensure the security of North America, CRASH requests that the former Fifth join NATO.

Term V: Interdependence

To nullify the chance of war further between the Fifth and the former North American Coalition, CRASH implores the Fifth to join the Pan American Free Trade Association, as well as adopt the Amero. This economic integration would make any renewal of hostilities prohibitive by both sides.

Term VI: Remorse

The government of the FIfth shall issue an official statement condemning the war, the Manifest Destiny to reunify the former United States, and all the lives and property that have been damaged or destroyed by it.

All of CRASH's allies are requested to accept this reasonable agreement that will pave the way for a lasting peace in North America. The former Fifth has announced its intent to accept the treaty in full once Ontario signs.

We remind our allies that since peace has been concluded with CRASH, we now consider the former Fifth an ally as well and will protect them if they are attacked.

"The 'Nuevo Sombrismo'"

Sombrism, or Sombrismo in Spanish, had been the defining ideology of Jamaica and many of the provinces of CRASH since its inception. However, it had given way to a fierce pragmatism that negated many of its principles, and the Social Nationalist doctrine that it argued for accordingly had remained the basis of only a few provincial societies.

That began to change however with the advent of the Nuevo Sombrismo - the New Sombrism. All over the country, people began to ponder why CRASH remained so firmly committed to isolationism when it was the wealthiest, most powerful nation on Earth. Why it refused to become more active when Asia was unifying against it - in the minds of some irrational patriots, anyway. Many went a step further and believed CRASH had a moral obligation to uplift the world and export its way of life and principles as much as its products and armaments. Some saw the injustice prevalent in the Confederacy's decentralisation and believed a stronger government would be able to alleviate the suffering of many a CRASH citizen.

With homosexuals and apostates being executed in the Holy Republic of Sonora, communists being jailed in Louisiana, people being tortured and deprived of basic human dignity in Colombia, the time was ripe for change. This coalition of nationalists, liberals, imperialists, pragmatists and businesses seeking to earn a profit all formed a new movement, the new Sombrism.

Riding the current of new thought, Marcos de Sombra of Tegucigalpa managed to come to power in the Consulate. His foreign policy markedly differed from his predecessors.

--Expansion of Diplomacy--

Sombra argued that CRASH was too large to be the isolationist state the provinces envisioned. He cited that CRASH's intervention against the Fifth Battalion's aggression was proof that true neutrality was never, was not, and never would be the basis of CRASH foreign policy, the DAN aside.

Sombra's arguments were that CRASH was so wealthy and powerful it was obligated to take a more active role in the world. To silence his critics, he mentioned the growing power of Asia's GAMSEO, a massive economic and military alliance that far outpaced any other organisation on Earth. Neutrality was obsolete - alliance and mutual security was a necessity.

The young Secretary, only thirty-nine years of age, thus paved the way for a lasting international alliance. While it had been Erizo Vasquez who formed pacts with North American states to guard against the Fifth, it was de Sombra who forged an alliance with mighty Luxemburg, who reformed that alliance within a year into NATO and began to include states across North America and Western Europe. NAFTA was reformed into PAFTA so as to include Luxemburg and Venezuela, while the Amero's influence spread even further as the defeated FIfth Battalion accepted it.

NATO and PAFTA stood strong in contrast to GAMSEO. While de Sombra believed the two blocs could coexist peacefully, he nonetheless felt there needed to be a counterweight, especially one with CRASH having a key role in it. CRASH's central geographic location and diplomatic initiatives tied together a huge international coalition abroad as de Sombra tied a political coalition together at home.

De Sombra had thus created a new order over the protests of ardent isolationists.

--Expansion of the State--

It was only natural the new Sombrism sought to strengthen the central government, and he initiated several Amendments to assist.

Arguing that the provinces had the right to recall legislators and that constant communication with state governments made decision-making sluggish, the first amendment to pass was the Eighth, which provided for legislators to be representatives, rather than delegates. This allowed them to vote as they saw fit, rather than being beholden to the choices of their provincial legislators. This also let de Sombra build a political coalition to pass later Amendments more easily.

The Ninth followed just three months later, which allowed surpluses to be handed over to the PADC. This destroyed the earlier policy of sending surpluses back to the provinces, a rather wasteful procedure, and instead empowered the PADC to be a de facto social services agency, now with multiple times the wealth it had enjoyed prior. The PADC, as one might recall, was originally funded by private donations and provincial donations from areas the de Sombras and their allies controlled, as a means of forwarding the Social Nationalist agenda. With the Ninth Amendment partially invalidating the Seventh Amendment, the de Sombras could now achieve their goal of a vast welfare state as much as a powerful military, albeit within limited means.

With the Sombristas comparing their victory akin to that of the Reconstructionists with how many amendments they were passing, a third and final amendment, the Tenth, was passed - the creation of the Presidency. An independent office, it turned CRASH from a semi-Parliamentary system into a semi-Presidential system. The President would be elected every five years by indirect popular vote and serve as a head of state. The President could also send legislation back to the Council for reconsideration, but could not veto in the sense the American President could. The President also appointed the Secretary with the Council's consent.

While not seemingly much of a change, the President provided a stable, lasting face to CRASH. Rather than a new Secretary every year as often happened, the President could serve as long as he remained popular with the provincial governments. Each province was awarded one electoral vote that was won by whoever won the most votes in that province. As a further compromise to local elites, the lack of a national right to vote let provincial legislators decide who would be able to cast votes, thus monopolising power in their region.

Also the acceptance of Italy, a country that occupied Greece during the period 1941-1945 has made the public opinion even more negative towards NATO.
