Legal Rights: Extensive. Citizens have a right to a fair trial, the right to not bear testify against themselves, to have an attorney, and various other protections from government abuse.
Foreign Policy: Non-Interventionist

Religion: Marianism

This ideology prevailed over more racist faiths despite the resentment of persecution. Marianism espouses that there is likely one God, and that if he exists, he is a kind, loving, carefree being, who does not judge on petty things such as what one eats, loves, or practices. All he cares about is that his children be free to pursue their dreams and be happy, ergo, he only desires mortals do not harm eachother against their will.

As such, violence and war are strictly prohibited, and tolerance is in vogue. The right of people to pursue their dreams has led to an immense surge of positive as well as negative liberties, with the welfare appartus serves to help in this regard.

According to Marianism, morality is not derived from a belief and some presence of a diety derived thereof, but from the spark of divinity that is present in all life. As such, a Muslim, an atheist, an agnostic, etc. are all fully capable of feeling morality and finding God in their own ways. God created everything, including all the belief systems.

To explain the suffering endured by mortals, Marians state that God did not want his children to be dependent on him, for to be dependent, is to not be truly free. The doctrine of free will being important, God endowed human beings with all the tools they would need to be self-governing: a curiosity to research the sciences and understand their world without need for him, and the innovation necessary to respond to each situation that arose. To intervene in the world regularly would be contrary to the importance of free will. Some go so far as to say God put so much of his power in each individual soul that he has been left with little of his own; the result is mortals are 100% in control of their destiny.

Forgiveness of those who atone for their sins - sin being a very narrowly-defined category of acts that harm people, as it is deemed impossible for you to harm yourself against your will - is an important part of the doctrine. It is stated that the gates of Paradise are open to all who make a genuine change in their life. In a similar vain, spite should not be felt towards the sinner; the sinner should instead be restrained from doing harm and then become the recipient of efforts to try and rehabilitate them. In light of this, there is no death penalty in Overlander society.

At the end, what makes this odd, is that due to the Marians' belief that belief is unimporant, their faith tends to state itself as an opinion rather than an absolute truth. They are most accurately classed as hopeful, devout agnostics than anything else.

History:

The Overlanders have lost some of their history ever since their ship crash landed in the Panama Canal region, but records seem to indicate they fled a planet called Mobius on the basis of mass persecution. The world had been seized by a tyrannical regime, the Red Claw, led by a mysterious individual known as "The Imperator." Fortunately, humans on Mobius were more advanced than their furry companions and Earthling counterparts as well, enough to get several colony ships out before Red Claw overran the United Federation there.

There was naturally some infighting as to where to go. The military and more conservative individuals wanted to find a base close by, build a new army and then retake Mobius. Some simply wanted to get away, and others rallied behind leaders.

Each of the independent colony ships tended to go separate ways. One ship became host to the Marian Order, led by its founder, Marius Kintobor, of the aristocratic Kintobor family. Kintobor had used his wealth to feed and clothe the poor, distribute medicine to the sick, and also educate vast numbers of individuals so as to empower them to do the same. His ideology spread like wildfire, oddly enough, as it was such a simple faith without complexities, and also preached the salvation of all individuals everywhere, past, present and future.

Marius would eventually pass his quasi-regal chair to his son, who would oversee the expedition to the point that it crash landed on Earth. Using diplomatic skills and some shrewd dealing, Marius II was able to unite various parts of the Caribbean in a trade league between Humans and Overlanders.

Race and Culture:

The Overlanders are aliens by the literal sense of the word. However, they are almost indistinguishable from humans. The key differences are that Overlanders have four fingers rather than five, and also sometimes possess hair - green, blue, etc. - and eye - red, yellow, etc. - colors that would seem improbable in humans. They also have shorter lifespans than humans, as a result of having become dependent on the medical technology back home.

Records show the Overlanders of several centuries ago were much more vicious and warmongering, but gradually settled into a more moderate, centrist position. Overlanders and Mobians often detested eachother - Mobians being peaceful and Overlanders more... "pragmatic." This race divide was reinforced by one Overlander, Julian Kintobor, forcibly uniting much of Mobius under his brutal dictatorship for several years, before being overthrown. It was the chaos that ensued that allowed the Imperator's seizure of power, and the self-exile of many Overlanders, the Marians included.

January

The Marriage of Prince Olaf to Princess Elsa of Alsace

On January 19th, 1954 Prince Olaf von Luxembourg was married to Princess Elsa of Alsace, strengthening the relations of the kingdom with our own. The wedding was described as being glorious, as it went off without anything going wrong, and other nobles throughout Europe attended, and all were pleased with the event. Our new princess was twenty-one when she was married to our prince, who was twenty-three.

The Pub Meeting

On March 3rd, 1954 in The Two Princes Pub, located in the poorer parts of the city of Luxembourg, several radicals, fanatics, and rebels met in secret to discuss the formation of the new terrorist group called “The Red Star Society”. They talked about ending our great monarchy, killing the royal family, and establishing a new republic, one based on the USSR of old. A loyal citizen went and alerted the police, who quickly came and arrested the men. Of the eight that were there, six were hanged in the Royal Square, and two were given life sentences.

The Invasion by South Wallonia

On June 9th 1954, the Duke of South Wallonia claimed that he was the rightful ruler of the Kingdom of Luxembourg, gathered rebellious nobles who supported him, and invaded our great country. The Royal Armed Forces met him at a small farming village north of Luxembourg and fought for control of the country. The LRAF barely managed to be him, and the Duke retreated and gathered his forces for another assault. Meanwhile, the LRAF gathered together and marched after him, intending to end the war by the end of the next month.

End of the War

The Duke was now on the defence. Day after day, he retreated from the LRAF, constantly being bombed the the Air Force of Luxembourg. Finally, after several weeks, he chose to make his last stand. In the resulting battle, he was killed, along with most of his supporters. The rest that were not killed in battle were hanged. This lead to the annexation of South Wallonia by Luxembourg.

On October 24th, 1954 Prince Pierre von Luxembourg was born to Prince Olaf von Luxembourg and Elsa von Luxembourg of Alsace. Our Royal Highness is now a grandfather.

I would accept the Overlanders if they were regular humans and were akin to a clan (e.g. Overlander Clan) and removed any extra terrestrial origians. Hell I even had to restrain myself from bringing my Republic in! :p

Well it sounded like human-esque aliens were fine, so I rolled with that ... really, Overlanders are for all intents and purposes human apart from one less finger and mored varied hair/eye colors.

Oh and of course more liberal than the Earthlings but I suppose that too clashes with the era.

Name: Caribbean Republics Associated for Security and Hegemony (CRASH)
Government: Confederacy; exact form of government varies based on province. Some provinces are monarchies, some liberal democracies, etc.

The national government has very few powers, primarily issuing currency, providing for the defense of the Confederacy, providing a common foreign policy, and mediating disputes between provinces. Each province sends one delegate to the capital every five years. Each year, a new Secretary is elected by this group; Secretaries cannot serve consecutive terms but there are no term limits. Despite the confederate trimmings, CRASH is actually more accurately a polite title for the Jamaican Empire, as Jamaica built a Persian-style regime over many of its neighbors. The Secretary directs debate but other than that is little more than a glorified delegate.

Currency: Wumpa
Religion: No state religion; Catholicism and Protestantism dominant faiths

Economy: Varies based on area; there are only a few common regulations between the provinces.
Some are very laissez-faire, some mixed, some leaning communist. Trade is of more importance to Panama than other areas for obvious reasons.
Legal freedoms: The Constitution is very limited, and only speaks of structure. Some provinces have more liberal rights than others.
Social freedoms: The diversity of the Confederacy has resulted in many levels of varying freedom and autonomy. In some areas, the drug trade is legal, in others it could be punishable by death. Gambling, prostitution, the works - if it's considered a vice, chances are there's at least one locality or province that has it legal and one where it's strictly forbidden. Immigration between provinces is entirely unregulated barring standard registration requirements.

Military: The Caribbean Navy is its pride. It received many generous subsidies over the years to protect trade routes and blow pirate dens to kingdom come. The Navy is Jamaican to a high degree, as it is the Kingdom of Jamaica that got the ball rolling and began to subjugate coastal regions by force or by threat thereof. The navy employs the bulk of the military. In some provinces, the army and police are virtually indistinguishable, primarily if there's civil unrest. The air force is virtually non-existent, but the government has had plans to slowly expand it as the need arises - power is based off of carriers, after all.

History:

Amidst the chaos of the Revolutions, Jamaica's Caribbean possessions helped keep it insulated. It was only natural some filibusters from abroad would come forward and try to seize the island of prosperity, and one coup after another would follow as one tried to command the relative stability of Jamaica to increase one's wealth. Eventually, the de Sombra family of Texas took power, and through their ideology of social nationalism, vastly expanded the welfare state and military of Jamaica. Their motto was "Cast shade on the falsely enlightened," and they proceeded to use gunboat diplomacy to do just that, crafting clients and colonies across the Caribbean. Through shrewd dealing, force of arms, and manipulation, they managed to make sure that despite the facade of independence, each province was ultimately loyal to the Home Island.

The De Sombras being a very aristocratic, ambitious bunch, they feel the need to spread the values of free enterprise to every nation they can, particularly with their set of businesses benefitting the most from it. To this day the de Sombra family often occupies many key government positions and meager ones as well, and through this influence, creating a self-perpetuating relationship between government and business that keeps them in power.

Social Nationalism:

An ideology that proposes the state take care of all citizens (social) and that the government have a military capable of opposing all threats foreign and domestic, as well as all citizens promise a certain amount of labor and taxes to the government each year(nationalism), this ideology became the unifying factor of the Confederacy.

Similar to the Inca principle, the obligations and duties imposed on citizens as part of their residency keep the system going. There are few starving or homeless, even if there are many poor. A main drawback is all the welfare system is managed and funded by provincial governments, with the national gov't regulating what initiatives must be taken, but not how much should be put towards such.

Joining the military is often encouraged, and mandatory ROTC is a standard part of the school curriculum despite the many variations, to provide for a healthy population that can be readily drafted into service. A civilian often knows plenty about military conduct, almost as much as an active soldier. A fierce patriotism pervades Confederate society - and the government certainly isn't going to mind.
