Dr Fu Manchu distractedly wandered around the room, manipulating several chemical products while he listened the Italian emissary. His eyes had a strange, near supernatural shining, and when the emissary finished talking, the Dr looked at him and muttered two words: "Of course."

He then returned to his occupations, while Num-Pai drove the emissary to a little office. There wa a desk and a single sheet of paper on it. In the paper, the conditions Italy established had been typed. The room had no other entries but the corridor by which he had entered it. The voice of Dr Fu Manchu spoke from a speaker, instructing him to pick the the paper and leave. The treaty, of course, was already signed by Dr Fu Manchu himself.

Just tell me if this isn't ok, cuz it says "If the initial claim that is being used as a springboard is a naval claim, however, all the armies used from there are also used up.", but I have more navies than armies, so I'm confused.

"Good day, Prime Minister Chai!"

Prime Minister George Chai looked up from his desk in his temporary office to see a familiar face. Smiling, he exclaimed "General Bai Jiang! It is certainly a surprise to see you here. I thought you were still in Hezhou?"

The general approached Chia's desk, flanked by two silent, black suited figures. After saluting, he explained "I was, until yesterday. I was sent here to oversee the transfer of prisoners from the Republican Armed Forces to the National Volunteer Army" the last three words uttered with a hint of spite, "before returning to my command."

"Ah, I see." Chai replied, casting a cautionary glance towards the duo who had accompanied the general. The men made no significant movements. Chai returned to the general. "So, you say you arrived yesterday? I did not see you at the, uh, executions, last afternoon." Chai spoke cautiously, hoping not to invoke a response from the two men who were assigned to him.

"You are correct, I did not attend that, event" he said pointedly. "And I do hope that I will never have to attend such a ridic-" After a brief cough from one of his guards cut him off, the general restarted. "Yes, well, I'm sure it was delightful." he said, barely restraining the contempt in his voice.

Chai sighed. If only you were a little less careless when you spoke. If you prove to be a liability, they will replace you. And you are one who cannot be replaced. "It was neccessary to protect the Republic. That is all I will say." At least while these thugs are here to "protect" us.

A wiry looking man peeked out from behind the office door. "Mr. Prime Minister, it is approaching 5:00. I think it is time you prepared for your speech at 5:30."

"Thank you, Mr. Yeun." P.M. Chai rose from his desk. "I'm sorry we couldn't talk longer, my old friend. I do hope that you take care, Bia Jiang."

"The same to you, George Chai."

After the Australia-Stewart Treaty, the Republic of Australia agreed to let Stewart Island take all Pacific islands east of the Philippines, as long as Stewart stayed out of Australia and Tasmania. The forces of Stewart Island were built up quickly and were sent out on a mission: Reunite New Zealand as soon as possible. This would mean taking out the old republic, but nobody would miss them, would they? They weren't even classified as a nation anymore...

Spoiler Military Organisation :

1955 was a great period of upheaval, as the de Sombras embraced a mixture of Dollar Diplomacy and Gunboat Diplomacy to expand their power in the Caribbean.

Moreover, the many branches of the national government were finally reformed as necessary to reduce their bureaucratic overhead and cost, while maintaining quality.

SHADO ( Security of the Homeland and Advanced Defense Operations ) emerged as the intelligence and national law enforcement agency. It was responsible for enforcing the decrees of national laws, few as they were, as well as court decisions on interprovincial matters. Moreover, the forces of SHADO were tasked with keeping eyes on enemies of the Caribbean - foreign and domestic. This ranged from simple auditing to ensure taxes were paid, to wiretapping those suspected of treason, to planting bodyguards in the offices of every major political, business and religious leader to guarantee loyalty. SHADO was accordingly named due to its tendency to "shadow" individuals, out of both protection and espionage. Likewise, the intense secrecy of the organisation made it near impossible to infiltrate it, and many who attempted were promptly led to the gallows. Despite having many of the capabilities of a secret police force, the de Sombras rarely made use of it as such, reinforcing the idea of Jamaica being a benevolent overlord of all the other states.

GUNTS (Guardian Units of the Nation and Transportation Services) was established as the land force of the Confederacy. Tasked with projecting power and providing manpower in delicate situations, they would suppress uprisings as much as deter violence. In peacetime, they often were deployed as auxilary units in areas needing more security, and they were also put to work on the roads like the Legions of old. This is where the odd acronym derives - brutal killers in war, noble laborers in peace.

SONIC (Strategic Overseas and Naval Initiatives of the Caribbean) was formed as the joint navy of all the member states of the Confederacy. Though CRASH lacked an aircraft carrier, it was quick to make plans for one, but until then, deployed groups around battleships. Just the presence of one of the feared CRS Battleships would put a disloyal ruler in his place or make an uprising reconsider. In the meantime, they were primarily used to destroy pirates without mercy, and to keep the trade lanes flowing. A strong economy was the basis of a strong military and therefore, a strong state.

KLONAO (Kingdom's Legion Organised for Non-Naval Aerial Operations) became the small air force division of the Confderacy. As the Confederacy did not develop an air force for much of its history, it was originally relegated to monitoring the skies so as to enable AA batteries to prepare, as well as regulating air traffic. To help the small organisation feel more important among the branches, it had a more elite status, in that only those from Jamaica could serve in the air force in a military capacity. This was also to reinforce de Sombran abilities - the Sombristas could rain hellfire down from the sky if necessary.

All branches of the military were desegregated. The de Sombras were social moderates, or more aptly, social pragmatists. Though from segregated Texas, they made sure their empire was an egalitarian society, as they saw the benefits of desegregation were too numerous to avoid. It was no surprise, therefore, that many African-Americans would leave the anarchy of the segregated South for the much more openminded, opportunistic CRASH.

Spoiler Expansion and Politics :

1955 was remarkable in particular due to the massive expansion of the CRASH territory and economy. The economy grew by almost 400%, due to the influx of populations, land and resources around the Caribbean. Large swarms of troops rolled across Cuba and Central America in a display of might, using force of threat thereof to compel local warlords to capitulate.

Many local leaders, however, saw the light and surrendered before troops were even within range. Some requested membership in CRASH without condition, while many were bought off by promises of large aid packages to their destitute populations. The bellies of many city-states's citizens, once persistently empty, were suddenly full, and educational institutions and housing grew and grew in quality and quantity.

Of great import was the fact that the many corporations the de Sombras ruled often were first in line to contracts. Sombrist charities often provided most of CRASH's aid to expand their influence, while local engineering and construction companies found themselves muscled out by the likes of de Sombra Construction or Panama Infra Co. - both controlled by the de Sombras or those related by marriage, respectively. Nearly every major infrastructure company had the Sombras as its owner or major shareholders, resulting in them being able to command the economy in ways beyond the government.

The result of the Sombras' actions was that everything, public and private, for better or for worse, inevitably belonged to them and their state.

Spoiler Economy and Power :

Akin to the Aztecs of old, the Sombras built a network of interdependency, where trade flowed through their capital en route to other parts of the empire. This would ensure the wealth, power and importance of the capital.

Sugar and tobacco flowed from Cuba, dyes and timber from Belize, bananas and textiles from Panama, all fed into the economy of Kingston. The wealth of Jamaica was taxed by the government and immediately re-invested, giving Jamaica some of the best schools, universities, hospitals, museums and social services in the entire Confederacy.

This glamorous culture sponsored tourism. As the sea lanes began to grow safer by the day with more and more improvised naval vessels and the beginnings of a small fleet, tourists would begin to venture outside their comfort zone with the appropriate funds. The liberal investments of the government in poorer regions in an attempt to stamp out inequities meant even more people were employed and had cash to spare, which led to even more tourism in a wonderful cycle. The "Orobouros Policy," as it came to be known, was that the Confederacy should uplift its poorer citizens so they could buy goods and in turn uplift those who could in turn uplift more - prosperity for all.

All this did not come without issue, however. The Constitution of CRASH clearly stated that while the national government could REGULATE the provinces and even issue injunctions, it specified that social initiatives were supposed to be funded and regulated by the provinces themselves. Thus, whenever a surplus came up in the national budget, it was practice to return it to the provinces proportionally based on how much they paid in. This meant the de Sombra regime, to appear law-abiding and restrained by the rule of law, had little means to pursue its expansionist policies within the nation as much as without.

Fortunately, the de Sombras were a wise bunch, and took the idea of aristocracy meaning "rule by the best" to heart. They were still in control of Jamaica's bank accounts, and combining it with their personal wealth, were able to fund these vast charity and development programs. Periodically, Sombristas would find themselves in control of the Panama regime in CRASH, and so began another policy - currying political allies in the constituent provinces. By financing political campaigns - regulations on donations were near non-existent - the de Sombras were able to secure the election of some of their own or their allies in other parts of the Confederacy.

The net result was the creation of PADC, the Pan-American Development Committee. Formed from donations from private actors as well as governments, this massive organisation was a hybrid of a publicly-traded company, a charity and a foreign ministry. With the Sombristas controlling much of its funding and even forming parts of its Board, it served as a means to bypass the Constitutional limits. Constitutionalists were mostly satisfied; many quickly moved towards sectionalism and regionalism as they saw the Sombristas began to erode the political, economic and financial independence of their homelands.

But the damage was done. Billions would flow from the developed regions to the undeveloped, providing jobs and tax revenues for the governments. If expectations fell short, subsidies from the local governments helped pay shareholders, and PADC would become one of the greatest weapons in the arsenal of the Sombrist regime.

“Greetings, fine citizens of Guangzhou. It has been approximately 3 and a half years since the Free Republic of Hong Kong liberated this great city from the hands of the tyrant Wu Fan. Similarly, it has been several months now since the last of the warlords, who so brazenly pretended to fight in the spirit of the Kuomintang for their own profit, were swept away from the Guangdong Province. Yet there are threats that still lurk within and without the borders of the Republic, waiting for their chance to strike. Northern warlords, caring only for power and glory, have launched raids into Guangdong, intent on wrecking havoc. The Red Scourge continues to lurk in the West, slowly building its power. Indeed, they may even have been responsible for the attacks that occurred last week. Had the leaders of the conspiracy not cowardly killed themselves, we would know the truth. But as it is, the enemies of freedom lurk behind every corner, seeking to divide China amongst themselves, like the Western powers and the Rising Sun did a decade ago. Therefore, let it be known that the Free Republic of Hong Kong shall dedicate itself to preserving the memory and the spirit of the Kuomintang; to defend China from the Red Scourge and from any foreign powers who would seek to exploit her; and to unite the many divided provinces, into an nation that shall rival the dynasties of old!”
