I have to disagree with you.
One of the things i really love in civ3 is easy modding.
I don't like to play with the same game rules always.
I just wish civ3 had a more adept AI.

Civ1 was really the same game every time. :D

I lived and worked in Russia for almost 6 years during which time I traveled all over the C.I.S. and can say that akots is exaggerating to make a point. In the USSR, the reality was more like 40-70% corruption, depending on how much of the value chain you consider. Obviously, there were a number of instances of 100% corruption in certain transactions, but not for entire regions. I agree with his sentiment though.
