[FIXED] Double strategic resource bug

Capture and raze a city that has improved SR nearby. Build city on top of the SR and you will get double quantity. I didnt try this with luxury resources and it doesnt work for resources you improved. Game version 1.0.1.217

This also works for luxuries. I posted it a month or two ago, but I don't think it was noticed and added to the bug list.

It's much less common now because having a tile within borders and improved yet at a distance that can be settled is far less common. Before, you could just buy a couple tiles, improve the luxury, then settle on it for double copy number.
