[FIXED] Puppet city governor building priorities

I understand that the governor of my puppet city might have different priorities as I (specifically gold/population buildings) but this one chooses to build a watermill over a granary. They both provide the same +2 food but the watermill costs more to build and more to maintain. I had researched pottery long before wheel so it isn't a matter of timing (both before I took the city if I'm not mistaken).

I agree this is a bug. While it wouldn't make sense to nitpick every single decision by the city governor, building a granary is absolutely advantageous compared with building a water mill.
