No. Quite a different reason actually.

Well, in the Vichy flag that is the reason - the axe there is based on a medieval Frankish axe, but on the one naziassbandit posted, the axe and the bundle of sticks is called the fasces lictorae, a symbol which was used in Roman times to express the power of the senate and of Rome, and later used by Mussolini as a symbol of his power. It is where the word Facist is derived from.
