while playing the game i noticed that health bars were looking a bit off again. i discovered that the base game fixed (most) unit health bars in update 1.2.0, and so the mod was making them too short. while testing the fix for that, i also noticed that district health bars were off by a couple of pixels, so i recalibrated them.

the vanilla fix doesn't work perfectly – there's still a one-pixel error in commander flags. i tested a fix for that, but it was kludgy and not worth the maintenance costs for such a minor discrepancy.
