I want to experiment with flavors, and I thought a good starting point would be to have Babylon more predisposed to building courthouses in all their cities.
I seem to remember reading in a thread (that I can no longer find) where somebody believed that the relationship number was such that 0% means that a civilisation will never build that improvement/research that tech while they have any other alternative, 100% means they will choose it above all else, and 50% meant essentially no effect at all.
For my example, I have renamed Flavor1 to Lawful, and tagged both the Courthouse and the Babylonians. If I set its relationship to itself at, say, 75%, am I correct in thinking it would make them 50% more likely to build one?
