France free great people guilds exploit?

Allegedly there is an exploit where France can delete their guilds, rebuild them, and get instant great people? I have not seen this in game nor tried it, can somebody please tell me how it works so I can watch out for it in my games? And considering how lame France is, maybe free artists and writers later in the game still won't make them a tier 1 civ?

i tried it but it is exploit prove
it ondly gives it the first time u finish them in your original capital
if u sell them and rebild u won't get great people
and if u build them in a oher city first u won't get great people for finishing them there
