Right. And your "realistic" solution is to take one tiny section of that already over-used river system for yourselves? Riiiight.
The Segre is not an over-used river, is a badly administered river. The channels Catalonia-Aragon and Urgell were built in the late 19th century, which makes them extremelly unefficient given that they have to irrigate about three times the surface they were planned to. If these structures were upgraded and an effort was made in order to avoid 19th century irrigation practices such as wild flooding, the Segre would have water enough not only for Catalonia, but the parts of Aragon depending on it too.
