This has, at least in my civ4 history, never happened before. (Emperor level with 11 AIs)
(Btw, I bulbed Metal Casting, built the Colossus and still got Stonehenge. No idea what the AIs where doing in this game.)

It is on coast. Not unusual at all.

True ... but you don't usually see a coastal tile with no coast on a map for a PBEM game. I think this is an Earth map so it might be more static that a typical PBEM map.
