Yup, that would work even better ( because you could even bring the scout/explorer back ). But as far as I am aware FfH does not have submarines as well ;)

No evil civs? Bah, that is boring ....

Flesh Golem combined with a hawk would do it...

Alternatively, a Griffon would also do it (caught and controlled by a scout with that had that promotion that controls defeated Animal Units...)

I am sure there are other flying units you could use as well >.>

The first one I can understand. And with the second one, I mean that someone that isn't an engineer designed the road (I admit I didn't express it clearly enough).
 
ahhh ok yeah duh but i was just talking in a sense of like a road design inspector who is actually living in that world.

I don't get it o.O...

The joke is that in this unrestricted leaders game, Julius Caesar is leading Carthage, a nation which the Romans destroyed.

Which, by the time JC came around was a Roman colony. So, historically, JC was the leader of Carthage. Don't mind me; just feelin' pedantic. :D
