I'd like to add another comment to this. Yes, we role play as a political leader, and that is why I'm saying the game should use "political language" like favor, because it aids in role playing as a political leader.
Ultimately there isn't a reason to get worked up over this or any other issues of nomenclature - it's all based off the suggestion of one user posting some cool mod ideas and we've no actual indication yet of future content.

Yeah, "the seven cities of gold", an old myth among early European explorers in the Americas, might work well. I can see gold being added as a resource if economic victory were implemented, and a hunt for gold sources in distant continents to strengthen their economy would be a good way to encourage colonization. Then, Portugal comes with some kind of colonization bonus
El dorado legend is strongly related to the Muisca people, although I find the inclusion of Muisca difficult, Colombia is considerably probable.
