I'm starting to agree they may be going for simu release of Expac 3 on all platforms, and that's part of the reason for the delay.
Unfortunately that makes the release of the source code more unlikely IMHO. Mods with dll changes would only work on PC (not Mac, not iOS, not PlayStation/Switch/Xbox etc). If there's any chance they want to extend cross-platform play/mods/saved games, that may mean they don't want platform-restricted Mods (especially given the game downloads the Mods the host has for multiplayer iirc).

I think it's unlikely, but there's actually precedent for it. Mongolia was released as free DLC for Civ V.

I really hope you're wrong about that last bit. It's the one thing they can rely upon to keep veteran players interested in their game without having to sacrifice any resources.
Firaxis, see what the current balance of difficulty levels teaches the players? "We are big, we can do just our thing. We do not need to care about the competition, we don't watch their moves and contemplate over their plans much."

I hope, they perceive enough space for both biotopes simultaneously. When I take time to play, I use a huge screen with keyboard & mouse ("workstation"), because that results for me in the best experience. In this environment programming feels quite natural.
I don't intent mobile gaming with its various restrictions. If those platforms are going to set the standards for all incarnations of Civilization, it is Game over for me probably.
#OTD in 537 AD, Hagia Sophia was inaugurated by the Emperor Justinian I as an Eastern Orthodox cathedral. In Civilization VI, it's a great Wonder for those pursuing a Religious victory.
Is the best existing option Rome (the game's Byzantines so far) or the Ottomans (the follow-up owners and renovators)? Some may even stretch and argue Greece or Macedon.
I remember there was an OTD post about Mehmed II once, so if it is to mean anything, we probably are getting some other leader with te aforementioned civ

I think 12 Civs and 6 alts is pushing it a bit. But I do agree that if they have a third expansion planned toward the end of the year, they might need to keep players engaged by releasing one DLC, or better yet, release one alternative leader as part of a free update. But I could see that happening only in case of a Summer expansion announcement and November release. If they announce an expansion in early 2020 for a Summer release, they can keep us interested with videos about the upcoming features and Civs. Basically they need something to fill one of the Quarters. Worst case but also more likely scenario is that we just get a regular update, perhaps a bit more packed than usual.
8 Civs and Leaders + 2 Alt Leaders for a final expansion is kind of the max I would expect. There's precedent for your argument. BTS had more Civs and leaders than Warlords. But the animations and music weren't nearly as complex as those in CIV VI.
I'm also convinced a 3rd expansion will aim at the entire market on all platforms with only a small delay between releases. So it wouldn't have made sense to announce the expansion immediately after the console release.
Oh no, I would think they will either lean in the direction of more civs or more leaders, but not both. I'm not sure, however, where the potential for clone (e.g., Spain -> "Portugal" or Scythia -> "the Huns") or semi/hybrid-clone (perhaps Byzantium or the Timurids/Mughals) civs falls, if that counts more as a new civ or a new leader.
They could also feasibly, in lieu of a blowout expansion, fake us out with some smaller DLC packs under the pretense that it's all over. Then give us a third "unexpected" normal-sized expack. But I think both of us are in agreement that Firaxis probably has to release something more than a patch before summertime or the game will start to be abandoned as presumptively complete. Players will stop saving their money for Civ and spend it sooner on whatever the next thing is (like...ugh...Humankind).
With respect to your observation that BTS wasn't as complex as Civ VI, I will note that there is some indication that all three expansion packs were planned at the same time. While unlikely given that so far the past two expansion packs were deliberately planned to have seven themed civs as a basic domination civ (and therefore the third expack likely adheres to a similar sort of rule), it is quite possible that the third expansion pack was always intended to have more than eight civs. In which case the complexity wouldn't matter if pre-production started years in advance. Although I am a bit skeptical as to whether the feature creep was also planned or just a natural consequence of an excess of good ideas being put forth and developed.
Lots of things I would like to see in an update, but two things more than anything else:
Make Machu Pichu and Apadana's build requirements more restrictive so every AI doesn't wind up trying to build them in every game.
SWEET JESUS, please fix barbarians so that they aren't spawning units from the next age. So infuriating to be able to clear a camp without quadremes annihilating any ancient era unit that has to move next to the coast to get there. Same for advancing classical era units only to face withering fire from crossbows. CIV'S AIN'T SUPPOSED to get pwned by camps. They're supposed to be relatively minor obstacles, remember?

I hold out hope that they'll add it to her as an addition with some sort of synergy like them giving 5 turns of the current Eleanor loyalty pressure or something.
I also hold out hope that they'll just give Khmer an actual unique Aquaduct district (instead of a psuedo one as the UA) and a new UA.

I mean ideal world, they wouldn't need to release the source code because everything would be comprehensively exposed in the modding layer.
Thinking about it more, if I'm not mistaken - I'm not even sure DLL mods would work on PC with multiplayer, I don't know that the auto-download functionality would place DLLs correctly.
But all that has to be done is what they did with the 'save game friendly' tag. Essentially add a 'multiplayer usable' tag for mods when they release the source code. Any DLL based MODs could have 'NO' for the tag, essentially meaning those who want to use them in multiplayer would manually set them up as was done in Civ 5.
